From the fore-going , it is evident that the sewage challenges in the state has been carefully studied by this administration against the backdrop of the fact that 80% of water consumption ends up as sewage and wastewater,

 30% of population has access to public water supply,

70% source water privately, all of  these wastewater generated must be treated appropriately; therefore there must of necessity be the need for corresponding infrastructural investment in sewage management. 
 
It has now become pertinent to avoid mistakes of the past in this renewed effort to make sewage work again and to view sewage treatment and management from a holistic point of view to encompass septage as over 70% of tenements in Lagos State use Septic tank for collection of their sewage, while a Central Sewage System is limited to organized estates only.
The goal is to improve upon the deficiencies of the past by institutionalizing affirmative actions geared towards proffering solutions to and resolving sewage challenges, so that never again will sewage deteriorate to the state of anarchy and chaos in the immediate past.

PRESENT GOVERNMENT INTIATIVE/AMBITION

  • Revamping the existing Central Sewage System in Government Estates towards financial sustainability.
  •  Construction of 2 Nos Central Sewage System / Septage Treatment Plants in  20 L.G.A

 

  •  Provision of sewage ducts in major road networks to accommodate future development. 
  •  Establishment of sewage data bank with a view to developing sewage master plan for the state.

 

  •   Enactment of Sewage Management Law .
  •  Establishment of waste contamination control points along the coastline in the state
  • Certification of sewage facilities of new development by obtaining sewage clearance as a prerequisite to granting building approvals.

 

  •  Re-engineering of existing sewage disposal points in the state with design concepts for pretreatment in the immediate term.
  •  Exclusive preservation of wetlands in the state for location of sewage treatment plants.

 

  •  Continuous identification of appropriate disposal points for future development in the   20LGAs.
  •  Enlightenment and Public awareness towards community mobilization and participation.

 

INVESTMENT OPTIONS IN SEWAGE MANAGEMENT
Infrastructural Investment in modern day sewage collection, treatment and disposal is monumental and geared towards the promotion of  provision of integrated  environmentally sustainable infrastructure.

With dwindling global fortunes and competing interest on finances of government, it has become pertinent to involve the Private Sector in sewage management to fast track and complement Government’s efforts.

Investment in sewage is feasible and achievable and from time immemorial there has been an inherent willingness to pay for sewage handling, slogans like ”Owo Igbe kirun” is age-long, tried and tested ,therefore creation of an enabling environment  by Government is a precursor to establishing and maintaining beneficial relationships between Government, Financial Institutions and the Organized Private Sector for the effective and efficient management of sewage in the state.
Lagos State Government intends to partner with Local and International investors in infrastructural development in sewage through the manufacture of sewage components parts in the state,

  •  Construction of sewage /septage treatment plants

 

  •  Maintenance of sewage disposal facilities
  •  Acquisition of modern and standardized Haulage trucks

 

  •  Any other services that may be needed for the actualization of the Sewage Plan and Policy for the state.

increased partnerships among the public, private and community sectors enlightenment and public awareness is also key.
 
Finally a call for concerted efforts from professionals in urban and rural planning to put up collaborative efforts with other actors in the industry to sustain the environment for generations yet unborn.
