Special Adviser to the Governor on the Environment (Hon. Dr. Taofeek Oladiran Folami)

Dr. Taofeek Oladiran Folami was born in Glasgow, Scotland on 21st August 1962. He attended Adrao International School, Victoria Island, Lagos for his nursery and primary education, and Baptist Academy, Yaba, Lagos for his secondary education before leaving for England in 1978 for further studies.

Dr. Taofeek Folami obtained a BSc Honours Degree in Chemical Engineering from North East London Polytechnic in 1983, a Masters Degree in Process Analysis and Development in 1984 and a Doctorate in Chemical Engineering in 1989, both from the University of Aston in Birmingham, UK. He specialised in the application of advanced control techniques in chemical processes and his work involved modelling and simulation of chemical processes and implementation, by computer (digital) control, of advanced control techniques on a pilot scale distillation process.

On completion of his doctorate, Dr. Folami joined the Central Electricity Generating Board (CEGB) in England as a Software Analyst/Engineer. He worked in the industry till 1995, a period during which the CEGB was privatised and he was seconded to Nuclear Electric Plc., one of the 4 companies formed as a result of the privatisation. Nuclear Electric generates electricity via nuclear fission, and the company operated about 12 nuclear power stations around the UK.

Dr. Folami was in the Information Systems Department at Nuclear Electric and was involved in several key software development projects. These projects include the development of full scope real-time simulators of nuclear power plants used primarily for training nuclear plant operators and a data management system with graphical user interface to facilitate reactor physicists' function to improve the economic and safety aspects of nuclear plants. He attended various courses specific to the nuclear industry, information technology, and software development and project management while at Nuclear Electric.

On returning to Nigeria in 1995, he picked up a job with BureauFax Technologies as a Senior Consultant in Software Testing, Documentation and Research & Development and eventually became the Head of the Software Group with the responsibility for planning and co-ordinating software development strategy. BureauFax Technologies exposed him to the Nigerian banking industry since BureauFax Technologies specialises in providing IT solutions to the banking industry, particularly in the field of MICR and check processing technology.

Dr. Taofeek Folami currently runs a consulting outfit TOF Engineers & Consulting Limited, with focus on developing Information Technology solutions to small, medium sized and large companies in Nigeria. Besides offering quality advice, TOF Engineers & Consulting Limited's software solutions include payroll systems, general ledger systems, hotel management system and case management system all tailored to the specific requirements of the client. Dr. Folami is also a consultant for Raw Material Research and Development Council (RMRDC) specifically on Process Equipment Design and Process Simulation and on Techno-Economic Survey of Raw Materials Usage and Products in the Non-Metallic Minerals Sector. He is currently the Chairman of the Governing Board of the Lagos Waste Management Authority.

Permanent Secretaty (Dr. (Mrs.) Titilayo Olusolape Anibaba )

Dr. (Mrs) Titilayo Olusolape Anibaba has a distinguished record of service as a Scientist.

The story of Dr (Mrs) Anibaba is a study in determination, courage and unwavering pursuit of excellence against great odds. She stands out as a source of inspiration to the womenfolk and the Youths.

She went ahead to study Food Science and Management after obtaining her first degree in Biochemistry which she crowned with Second Class Upper Division. What makes her story compelling is the fact that she was awarded a degree in 1993 from the University of Benin and not satisfied with that still traveled abroad to study at University of Washington, Seattle, Washington, USA, for a Post Doctorial Training.

Dr.(Mrs) Titi Anibaba was born on 3rd of August, 1952. A bonafide daughter of the soil and of EPE extraction, specifically from Idogun family. For her tertiary education she attended University of Benin, Benin City, Edo State in 1973 and obtained a B.Sc (Hons) Biochemistry with (Second Class Upper Division) she obtained an M.Sc (Food Science and Management) in 1982, from Queen Elizabeth College, University of London, England.

Her PHD degree was awarded by University of Benin, Benin City, Edo State in 1993, while University of Washington, Seattle, Washington, U.S.A awarded her a Post-Doctoral degree in 1998 under Hubert Humphry Fellowship Program U.S.A for Post Doctoral Training in Environmental Management.

She has worked in the following institutions at one time or the other. She served as a Science teacher at Government College, Ikorodu after the completion of her National Youth Corps Service in 1977.

She also worked at Federal Institute of Industrial Research, Oshodi (F.1.1.R.O) as Research Officer in 1983 and Principal Research Officer (Head of Roots & Tuber Unit) in 1987 respectively. She became the Assistant Chief Research Officer (Head of Roots & Tuber unit of FI.I.R.O) in 1993 before she transferred her services to Lagos State Ministry of Environment and Physical Planning, where she was made Chief Scientific Officer in 1994.

She became the Director of Sanitation Services of the Ministry of the Environment in Year 2001 and was elevated to the Post of Permanent Secretary, Ministry of the Environment in Year 2008.

As an outstanding Scientist and Administrator, she had attended numerous workshops and seminars to broaden her knowledge and in the course of her career delivered papers and chaired many professional Committees; she delivered a paper on the uses of composite flour by the Bakers and the Millers at a Seminar organized by the Lagos Chamber of Commerce and Industry.

She is known for hard work and discipline. She is married to Engr. - Olukayode Anibaba a retired Pennanent Secretary in the Civil Service of Lagos State and the marriage has been blessed with four (4) children. She loves to read, travel and listening to good music.
